Tokareva V. Theoretical and practical bases of forming and developing mechanisms of state regulation of training the managerial staff in Ukraine

Object of research - process of preparation of administrative staff in Ukraine. The purpose of research - development of theoretical and practical bases of formation and development of mechanisms of state regulation of preparation of administrative staff in Ukraine. Methods of research - analysis and synthesis; theoretical generalization and comparison; the statistical analysis; economic-mathematical; the historical and logic approaches. The practical significance of the received results is, that they have enabled to develop methodical and practical bases of mechanisms of state regulation of preparation of administrative staff in real sector of economy at a stage of transformation of economy of Ukraine, to finish scientific development up to a level of practical use. The scientific novelty of thesis is, that for the first time system of social partnership between the state, enterprises, public, establishments of administrative education is entered and on this basis the theoretical and practical bases of formation of mechanisms of preparation of administrative staff are offered; the innovation model of enterprise behavior to establishments realizing the programs of preparation of administrative staff, is adapted; the methodological basis for an estimation of regulation of administrative staff, determination of its contents and system of criteria is offered. System of organization and control of preparation of administrative staff; the methodical approach to strategy of preparation of administrative staff on the basis of the analysis of features of its modern organization; a technique of an estimation of needs of the enterprises in preparation of administrative staff are advanced. Methods of the substantiation of necessity and acceptability of use of the theoretical concept of the human capital as bases for perfection of mechanisms of state regulation of preparation of administrative staff; the methodical approach to formation of state politics on preparation of administrative staff; the basic directions perfection of activity of higher educational establishments; the substantiation of significance and the roles have received management-education for stabilization of economy and for increase of efficiency of business the further development.
