Mamonova V. Theoretical and methodological principles of administering territorial development

The object is the process of the territory development management. The objective is the scientific justification of the methodological backgrounds of the territory development process in the context of the modern imperatives, the development of the modern national system of the territory planning on its basis, new approaches to the financial provision of the local government. The methods are abstraction, generalization, synthesis, induction, deduction, and systematic analyses, comparative and logical methods, systematic and analytical. The newness is that the methodology of the territory development management has been suggested and its peculiar feature is synthesis of logical components; the approach to the model construction of the decentralization of the financial support of territory development management has been scientifically proved; the interdependence of the reserves of the administrative system possibilities has been defined. The results are that the conceptual basis of the creation of the national system of the territory planning has been developed; the model of the renewal of the social relations in the sphere of the territory development management has been revised and its main components analyzed; the organizational mechanisms of the administrative functions realization have found its further development.
