The dissertation is dedicated to the analysis of special militia subdivisions' formation in transport, the legislation and regulation of their activity and searching for the optimum structural forms. The attention is paid to the methods and the level of the activity, efficiency in the railway, water and auto-transport, and administrative sanctions to the transgressors of the legal rules. It includes the study of the law guarding organs adaptation in different economic and political situations and the role of the transport NKIA subdivisions as a compound element of different condition.
