Plyosh R. Forming of strukture of lokal self-government: organizational-administrative aspekt

The object is the system of the local government of Ukraine. The objective is the scientific and theoretical justification of the local government structure formation in the organizational and administrative aspect; the improvement of the local government organization as an object of administration to fulfill the needs of the population. The methods are systematic analyses, modeling, functional analyses, historical, statistic analyses, logical. The newness is that the essence and the content of the general strategy of the local government body formation as of an organization has been defined, taking into account the aspects of the growing and widening; the peculiarities of the competences grouping in the local government body have been characterized aimed to the improvement of the coordination. The results are that the criteria of the local authorities' activity assessment have been formulated and they take into account the attitude of the public servants to what they are doing; the methods of coordination of the local government structure strategy as well as the division of the duties and responsibilities in accordance with functional specialization have been improved.
