Dolgaleva E. Theoretical-and-methodological bases of mechanisms of the state governance of the steady development of small business enterprises in Ukraine.

Object of research - processes of state support of small business in Ukraine with its properties and contradictions. The purpose of research - scientific substantiation of theoretical, methodological and practical bases of mechanisms of state management of steady development of the enterprises of small business (ESB) in Ukraine. Methods of research - system approach, statistical analysis; the comparative economic analysis; factor and result; structural and logic modeling; expert estimations; logic generalization. The practical significance of the received results is, that the offered theoretical and methodological bases are lead up to a level of scientific and methodological working out and practical recommendations allowing to use more full reserves ESB as the factor of realization of economic and social reforms in Ukraine, to increase a role and responsibility of local bodies of the executive authority and bodies of a local government. The scientific novelty of the received results is, that for the first time it is proved, that the efficiency of systems of state support ESB directly depends on efficiency of the adequately created mechanisms of management of this process; the theoretical, methodological and practical bases of mechanisms of state management of steady development ESB are offered. The methodical approach to formation of Regional strategy of development of small and average business in Donetsk region till 2010; classification of the factors of development ESB; methods of the analysis of development and functioning of business in general and ESB; functions of state management of steady development ESB; model of the relations between bodies of the executive authority, the local governments and ESB are advanced. Conceptual bases of tax reform in Ukraine; factor and result method of forecasting; the form of realization of function of forecasting - outsorting; method of account of an integrated index of a condition of steady development ESB in region have received the further development.
