The scientific and methodical fundamentals of solving one of important industrial-urban agglomeration (IUA) functioning problems, connected with formation of underground waters and environmental safety, are developed. The scientific and practical aspects of assessment of natural and technogenic factors, which disturb the environmental balance of the underground waters and, alongside with that, the geological environment, life conditions of the population, as well as stability of the technogenic activity objects themselves, are analyzed.
