Object of research: set of the public relations, which develop during occurrence, change and discontinuance of the liabilities of economic character. The purpose of research: theoretical allocation of the liabilities of the participants of the economic relations as subinstitute of the economic obligations right, definition of directions of system perfection of sphere of their application in view of existing economic needs, requirements of the public economic order and necessity harmonization of rules of the economic, civil and financial legislation of Ukraine. Methods of research: logic, analytical and synthetic, historical, system and structural, rather and legal. Theoretical and practical results: the important scientific problem of theoretical allocation and system organization of the liabilities of the participants of the economic relations is solved; Can be used for the further development of the theory of the economic right; in practical activity, including by preparation of the decisions Sessions of the Supreme Court of Ukraine, recommendatory explanations and circulars of Maximum economic court of Ukraine; in educational process at teaching economic and legal disciplines. Scientific novelty: is first in domestic jurisprudence by system economic and legal research of the liabilities of the participants of the economic relations. The specific factors of the statement of the public economic order in sphere of functioning of money and liabilities are investigated. The features of the liabilities are revealed which arise with participation of the state, territorial community and in multilevel economic-financial systems. The directions of perfection of the economic legislation are developed on regulation of the liabilities of economic character, in particular, in sphere of compulsory collecting of money duties, application of the penal sanctions, percents, currency and other public restrictions, realization of the economic competence of public bodies and subjects of managing. Sphere of use are the subjects of managing of Ukraine irrespective of the form of their property, research establishments during research of problems credit-money the legal relations; higher educational institutions.
