The object sp the land use of the urban territory; the aim is the mythology development of the land use management at the urban territory which direct to improvement relationship between subject of the management and subject of the right; the methods are: system and structural analysis, analytic comparison, functional-planning modeling, mathematical formalization, graph theory; the novelty: at the first time was carried out research for accordance of process of city land use management inherent to law of urban-planning development at land law aspect; the results are: elaboration recommendations concerning improvement urban planning legislation, have offered an approach for unification of documentation and restrictions coding in process of formation cadastral and legislation system, have developed model of estimation of effectiveness of land use management system for urban territory, have introduced for research studies, for local building regulation, for curriculum and programs; the branch iscadastre and monitoring of the land
