Vlasyuk V. Levers administrative influencing in the on pursuing financially - credit policy of Ukraine

Object of research: processes of forming of levers of management by the financially and credit policy of Ukraine. Purpose of research: de-termination of nature, essence and forms of economic relations through the system of administrative influences on the financially and credit relations, features of forming of management levers during pursuing a financially and credit policy of the state at different levels of manage-ment, and also development of theoretical and methodological bases and practical recommendations of upgrading management by a financial sphere by administrative influences on the distributive relations in the processes of economic transformations, ground of place of levers of management by the financially and credit relations in the system of mar-ket economy and possibilities of administrative influence on the elements of the economic system. Methods of research: complex analysis and synthesis, formal and dialectical logic, factor and economical and mathematical analysis, functional analysis, statistical analysis systems approach. Results: conception of forming of economic imperious rela-tions is developed through leverage administrative influencing in pursu-ing a financially and credit policy of Ukraine; the system of imperious economic relations is developed by the levers of administrative influ-ences on the processes of forming of financially and credit policy of Ukraine; the system of imperious economic relations is developed by the levers of administrative influences on the processes of forming of finan-cially and credit policy of Ukraine; in theory it is grounded and certain the place of imperious administrative relations in the economic system; in theory new possibilities actions and realization of right are explored in providing of functioning of economic mechanism; philosophy of forming of economic mechanism is exposed; the basic levers of management by the different hierarchical levels of economic mechanism are grounded; the progress trend of subject-objective relations and economicinfluenc-ing is explored; directions of optimization of forming of levers of man-agement by an equities market are offered; strategy of deepening of economic transformations is developed; the input of the newest ap-proaches is offered to the use of methodology of balancing of economic performance indicators at different levels of management; developed and offered method of estimation and determination of the economic state of enterprises; approaches are offered to the overvalue of capital expendi-tures industries of economy and the economical and mathematical model of determination of economic evaluation of capital additions is improved in development of certain industry; five principles of "C" are offered in becoming modern markets relations; directions of improvement of proc-esses of receipt and effective use of financial resources are grounded at all administrative levels. Novelty: First developed: theoretical ground of place of financially and credit relations in the system of economic rela-tions of market economy; theoretical ground and location imperious administrative relations in the system of economic relations; theoretical ground of philosophy of forming of economic mechanism; exposure of theoretical conformities to the law of forming of economic mechanism in the conditions of claim of steady economic relations; theoretical deter-mination of new possibilities, aims of actions and realization of right in providing of the effective functioning of economic mechanism in the processes of administrative influences on pursuing a financially and credit policy of Ukraine in markets conditions; development of method-ology of economic evaluation of the state of management subjects; model of "economic responsibility" of management subjects; the system of diagnostics of hierarchical levels is suggestions of securities of domes-tic enterprises and system of ratings of objects of fund market.
