3. The research is devoted to the problems of primary teaching of Russian as a second language in new social-language situation in Ukraine and new education philosophy, competence approaches to determination of goals of school education. The essence of competence trend of Russian language teaching is proved. The system of language teaching/learning is proposed in which method of communicative using of language is indicated as a significant factor in the achievement of communicative competency. The features of the textbooks for primary Russian teaching/learning on competence base are proved; special attention is paid to the instruction language and kinds of assignments in the textbooks.
