Vetrova N. Мanage of Ecological Safety for Recreation Region.

The dissertation is devoted to theoretical basis and working out methods to manage ecological safety of the region specialized in recreation with the help of systematic-situational analysis, modeling, information technologies, technical and technological tools. Theoretical foundations to manage regional ecological safety are extended and specified. The main categories of managerial system of ecological safety such as prerequisites of forming and functioning, essence and structure of managerial mechanism, subject and objects of management, functions, technologies, methods and tools of management are grounded. Classification of human activity factors of functioning of ecological and economical system (technical and technological and special-mapping) is improved. According to it two sets industrial threats are distinguished: 1) substances of human activity origin released into natural environment; 2) changes of natural systems caused by the influence of human activity factors. New method of estimation ofthe level of ecological safety of a region is described. The estimation is based on the two generalized indices: 1) generalized indexes of safety when substances of human activity origin are released into the natural environment; and 2) generalized index of ecological safety when changes of natural environment take place.. They are based on the account of specific conditions of forming types of industrial threats, estimation of ecological safety level and include the complex of organizing technical tools to provide ecological safety
