Kozakov V. Formation and development of the social-valuable foundations of the Public Administration of Ukraine

The object is theoretical and methodological principles of improvement of the system of public relations in the conditions of democratic transformations in the state. The objective is scientific and theoretical ground of the process of becoming and development of social-valuable foundations of modern theory and practice of public administration of Ukraine and development of practical recommendations on their improvement and realization. The methods are historical, comparative-historical, sociological, structural-functional analysis, comparative-political, statistical, prognostic, theoretical-conceptual. The newness is that the new scientific going to axiology of public administration is created. The results are that the features, contradictions and conflict of forming of the valuable bases of modern Ukrainian socium in the whole and its political and administrative layers are determine; priorities of development of social-valuable base of the system of democratic public administration of Ukraine in theconditions of civil society, market economy, world and European integration are formulated and conceptually grounded; base definition of axiology of public administration is specified.
