Youldashev A. The methodological base of regulator policy in economic sphere

Object of research: existing normative-legal and normative-methodical maintenance of regulator policy and of regulator activity, their realization at the present stage of development of the economic relations. The purpose of research: development of theoretical and methodological bases, theoretical and practical conclusions on perfection of regulator policy in sphere of managing, increase of productivity of its influence on regulator activity, quality and efficiency of the economic-legal acts. Methods of research: the general theory of systems, system analysis and synthesis, expert estimations (method Delfi), sociology, system technical methods, modeling, correlation and regression the analysis, matrix model. Theoretical and practical results: The conclusions and offers of the dissertation can be used for perfection of the working economic legislation, harmonization of rules GKU and CKU, including for the coordination nexting of institutes of the economic, civil and administrative legislation; in practice of activity of bodies of state authority and local self-management, educational process. The list of the offers on perfection of a legal regulation of the procedure of regulator policy in Ukraine directed on revealing of priority legislative ideas, development of their concepts is prepared. Scientific novelty: are proved essence and contents of regulator policy in sphere of economic activity. The concepts of normative model of regulator activity are offered; the methodological bases of the national doctrine of legal regulation in sphere of managing, perfection of this regulation are developed. Are revealed and the factors are appreciated which can essentially influence quality of regulator the acts, their classification new theory of system development of the automated search of the legal information is offered. The offers in GKU are proved, the concept of transition to innovation to economy is developed. The existing organization of maintenance of quality of regulator the acts, definition of concept of the appropriate validity of regulator the act, institute of the economic-legal responsibility is advanced. Sphere of use are the subjects of the legislative initiative; regional state administrations, State committee of Ukraine on questions of regulator policy; the subjects of regulator policy; the subjects of managing; higher educational institutions.
