Marchenko O. Consulting resources and their functioning in innovation systems of national economy

Object of research: a complex of social and economic relations concerning creation, an exchange and use of consulting resources in the conditions of transition to innovative type of economic development. A research objective: to prove methodological bases of creation, an exchange and use in economic practice of consulting resources and to develop on this basis conceptual approaches to definition and optimization of a role of the last in innovative systems of national economy Methods: scientific abstraction, the analysis and synthesis, an induction and deduction, association of the historical and logic, quantitative and qualitative analysis, the functional analysis, comparative characteristics, theoretical modeling. Results, novelty: The economic maintenance of consulting resources as professional knowledge which are fixed and transferred to managing subjects on the commercial beginnings together with the accompanying information is defined and are found out at 3 interconnected levels. It is proved, that consulting resources are components of innovative potential of economy and act as factors of creation and introduction in economic practice of social and economic and organizational-administrative innovations. Mainstreams of realization of consulting resources in national innovative systems are allocated. Consulting functions as enterprise activity on support of economic subjects with consulting resources are systematized. Disagreements of formation of national innovative system and development of the consulting market in Ukraine are revealed. The joint-separate nature of a consulting product is opened. It is established, that an intellectual manpower of consulting firm in the short-term period is constants and defines border of its production potentialities. The mechanism of the intrafirm consulting market is opened. It is proved, that to a stage of consulting process which follows after the contract conclusion, are inherent considerable transactions expenses. Principles of economic behavior of subjects ofthe market of consulting services are revealed. Use sphere: for improvement of the state innovative policy and regulation of consulting activity in Ukraine, a legal regulation of economic relations and self-regulation development in this sphere, definitions of consulting sector as object of the statistical account and analysis.
