Essay

The dissertation is devoted to development of an innovative theoretical-methodological complex for adaptation of constructional organizations to the Euro standards. An innovation of the offered approach consists in development on principles of engineering and reliable generalization of transformation processes of maintenance the operating activity and management structures of leading performers of constructional objects; in introduction "a functional - technical standard of construction" as new integral category of quality decisions of projects; reliability of command of project management and readiness of performers to his successful realization of a construction project. Models and software of the offered system, which were developed, allow to find the rational variants of structures of constructional-engineering's firms as leading performers of constructional projects and to reduce labor intensiveness of implementation of analytical works of pre-investment phase. Job performances allow providing clearness in development of variants of constructional organization, authenticity in their estimation and choice, which on the whole promotes the level of adaptation and flexibility of the use of resources of investor of constructional projects. Projects of reorganization OSM presented in this work is represented by the process of intensive internal structural alteration of a build industry of Ukraine in direction of an exceptionally by contract form to project-engineering, together with theoretical models and software they create the proper terms for activity of constructional-engineering firms as centers of adjusting of resources of investor in the process of preparation and introduction of constructional projects.
