In the dissertation author realized an attempt of complex research on actual scientific problem for the state development - the form of modern state government. In five parts of thesis the authors revealed the state of the since research of this theme, the main tasks of the research and its theoretical and methodological bases; the place and role of the form of the state government in the system of state structure elements; the main regularities of origin and development of this highly important legal and political phenomenon. He was specified this phenomenon's notion and singled out the historical types, which him nominated as "monarchy" and "polyarchy". And also the features and definitions of the latest were given; the criteria for division into monarchial and polyarchial forms of state government were grounded and these forms were divided into types and subtypes; the traditional classification of state government forms was improved and perfected. The theoretical and legal, political and practical models of parliamentary, presidential and mixed polyarchies were analysed, their peculiarities in foreign countries were investigated and described; the basis of the state government forms was highlighted upon and this form was legally introduced in Ukraine in 1996, their legal and political models were analysed, problems of the new structures of the state power were defined and some ways of their possible solution were fore grounded.
