Shul'zhenko F. The Social-lawful State: essence, problems of political modernization.

The Dissertation comprises investigation of ideological-theoretical and practical components of the social-lawful state formation as a political ideal and real phenomenon. Political science analysis of historical process of forming of this public ideal in a world-wide and domestic political idea and formation of the state system with a social-lawful character in self-sufficient democratic countries and in Ukraine are linked in system to historical and philosophical and legal study. The general theoretical, methodological and practical research problems of genesis, essence, particular qualities, common and distinctive features of various models of social-lawful states are examined. Transformation of the state of law and coming into being of its social aspect are examined in details in correlation with development both of civil society and human rights institutes. The definition of the social-lawful state is given, its characteristics are specified.With the use of civilizational, systematical, structural-functional approaches typologisation of the social-lawful states is conducted in the dissertation. The national model of such state is outlined; basic directions of its political modernization, perfections of the state mechanism, the harmonization of its intercommunications with institutes of civil society in forming and implementation of social policy issues, providing stability and security of the society are defined.Special attention is given to the necessity to coordinate strategy and tactic of political modernization with globalization processes.
