Nadyuk Z. Mechanisms of Public Regulation of the Medical Services Market in Ukraine

The essence of the medical care market as an object of public regulation is defined; the prior tasks of public regulation of the processes of its development are outlined. The categorical and conceptual apparatus of public administration in the sphere of health care is extended and specified, particularly concerning content of the mechanisms of public administration, institutional support of development of the medical care market. The systems analysis of the models of public regulation of the medical care market both in foreign countries and in Ukraine is realized. The normative and legal grounds of the mechanisms of public regulation of the medical care market in Ukraine are determined. The legal mechanism of public regulation of the medical care market is investigated. Current state of the medical care market in Ukraine is analyzed and compared with the ones of the countries-members of the European bureau of the World Health Organization. The system of health care administration currently in force inUkraine is analyzed. The state's influence on innovative and investment policy, pricing on the medical care market in Ukraine and support of appropriate institutional changes in the national system of health care is defined. The Conception of combining (the principles, mechanisms) of public regulation and market self-regulation in the sphere of health care in Ukraine has been developed. The prospective directions of development of the mechanisms of public regulation and doctors' self-regulation of the medical care market in Ukraine are defined. Practical recommendations concerning improvement of the mechanisms of public regulation of the medical care market in Ukraine are grounded.
