Nevmerzhytskiy E. Corruption as Social-Political Phenomenon.

The manuscript is devoted to the complex analysis of corruption as a social-political phenomenon. Corruption historiography and its modern content are maximally full represented and systematized. There are examined principal reasons which initially affected on corruption prevalence in Ukraine and its influence on Ukrainian society development, and analyzed correlation and interplay of corruption and organised crime and mafia. It is proved that corruption is produced inside social sphere, which includes politics, economics and public society. It's considered essence and content of political corruption, corruption as social-economic phenomenon, forms and ways of its manifestation in present Ukrainian society. It's mentioned that the most important factor which stimulated corruption growth in the country was "shock" therapy of economic reforms and first of all rash privatization of state and municipal property. Substantial characteristic of Ukrainian and international scientific researches of this phenomenon, as the universal social phenomenon which became a world-wide problem is given. Function efficiency of valid anticorruption mechanisms in Ukraine is examined, and the necessity of its substantial improvement and creation of new one are grounded. In this connection the experience of corruption counteraction in developed countries and recommendations of international organizations on this issue are analysed and that allowed the author to define principal mechanisms and directions to strengthening of fight against a corruption in Ukraine. The matter is about social-political, economic, organizational, spiritual and moral-ethic actions of counteraction this evil.
