Essay

Subject of research – social relations, that appears on the grounds of HIV-infection/AIDS epidemic expansion. Objective of research – substantiation of theoretical grounds on mechanisms of formation and realization of public policy of Ukraine in the field of HIV-infection/AIDS prevention and working out of practical recommendations on its enhancement that would contribute to the decline of population morbidity rate for HIV-infection/AIDS. Methods of research – system-defined, structurally-functional and synergistic methods, methods of revelation, selection, questionnaire, target expert evaluation, theoretical and historically-structural analysis, synthesis, actualization, and classification. The practical significance of the achieved results is that in aggregate it is theoretical, methodological and methodical ground for practical enhancement and realization of mechanisms, with the aid of which the state policy of Ukraine in the field of HIV-infection/AIDS prevention is being formed and realized. The scientific novelty is that the theoretical grounds on mechanisms of formation and realization of the state policy of Ukraine in the field of HIV-infection/AIDS prevention were grounded for the first time; the technological model of evaluation of public-administrative activity effectiveness on HIV-infection issues was worked out; the main functions of public administration concerning HIV-infection/AIDS epidemic counteraction were analyzed; the distinctions of mechanisms that form state policy concerning HIV/AIDS counteraction were determined, the models of state policy concerning HIV/AIDS counteraction were classed by types; the structural-functional analysis of native system of public administration in the field of HIV/AIDS prevention was conducted; the role of civil organizations as of the subject of state policy was determined; the public administration principles in the field of socially perilous diseases were determined; the peculiarities of regional administration in the field of HIV/AIDS prevention wereexamined; the conceptual approaches to the working out of national programs in the field of socially perilous diseases were formulated.
