The dissertation contains the complex research of the theoretical and legal problems of correlation between the local governance and the state governance. The work deter-mines the correlation between categories of "self-governance" and "governance", "local self-governance" and "state governance", creates the scientific approach toward the under-standing of the local self-governance as the embodiment of the state governance's decen-tralization, defines it's certain forms, caused be the specific status of the administrative units - the parts the Ukrainian territory is divided on.
