Logvinenko V. Tools of the state administration of reforming and development of the housing and communal services enterprises in the region

A research object is state administration functioning of housing and communal services (HCS) in Ukraine. A research purpose is a ground of scientific approaches to the state administration of reforming and development of the HCS enterprises in the region and development of basic directions of perfection of mechanisms of state administration this process. Research methods - statistical and analysis of the systems; comparative economic analysis; structurally-logical design; expert estimations and statistical treatment of the got results; prognostications; graphic. The practical value of research results consists in том, that the theoretical positions and methodical approaches worked in her to realization of making mechanisms of state administration reformation and development of HCS enterprises were used in work of organs of power and management of the Donetsk region. The scientific novelty of the got results consists in that for the first time the signs of classifications, which characterize social essence of mechanism of state administration functioning of HCS and determine it as an object of state administration, are grounded; it is argued, that development of mechanism of in public-private partnership must become one of key trends of reformation industry in this sphere; conceptual principles of mechanism pricing in the field of HCS, which determine directions of priorities and tasks on perfection of pricing, providing of defense of rights for users on a receipt by them goods and services of the proper quality in a sufficient volume and at economic grounded prices, creation of terms for the balanced development of HCS enterprises and system legal decision of existing in this sphere problems, offered. Methodological approaches to realization of the programs of economy of resources and power efficiency, which must be begun exactly with a HCS on the basis of power audit and to purchase priority status in a public policy; mechanism of functioning of uniting the joint owners of apartment houses on principles of the socially reconstructed knowledge, economy of resources, power, quality, perfection normatively of legal base; mechanism of training of personnel for the HCS sphere by introduction of innovative educational project essence of which consists in realization of tasks: research of the skilled providing of building and HCS; drafting of list of the educational programs on call of labour-market; realization of the educational programs educational establishments; creation of the regional programs "Personnel of Building" and " Personnel of HCS" and their realization; suggestion to development of the National program having a special purpose of preparation, retraining and in-plant of shots training for building and HCS; monitoring of realization of project and on this basis of adopting correcting actions improved.
