The role and significance of territorial community and self-government as the civilization factor has been defined, essential features of continuity as the integral part of the process of development have been clarified. Complex analysis of legal, territorial, material and financial basis of territorial community has been done and peculiarities of the main stages of its history has been defined and substantiated.
