A research object is functioning of transport complex of international transportations. The purpose of work is forming of transport process of international freight railway transportations taking into account light of resource. The practical value consists in the choice of effective measures on perfection of process of co-operation of the transport system and custom organs of different countries at international transportations. Scientific novelty: the complex criterion of determination of the state of the transport system of international freight railway transportations taking into account the delays of mobile composition by custom organs is first formed; the database of the heuristics adapted for forming of process of international transportations is formed; the complex of dynamic models for the comparative analysis of existent and formed process of international transportations is created; procedures of calculation of synergistic effect for the transport system are developed. The sphere of the use of the got results is limited to the transport complex of international freight transportations.
