Essay

This is the investigation of Politics in Public Administration and in Public Policy development and implementation. It is based on the theoretical research of Ukrainian and foreign scholars, official documents and empirical data gathered by the Candidate. The investigation uses the models of Political Power distribution in a political system as well as the methodology of Public Policy Analysis. The procedures of public policy development and implementation are analyzed with the attention to the political processes occurred on each step in conditions of all four models of political power distribution in the political system. The comparison of the managerial, legal and political approaches to the reforms of public administration in Ukraine shows a necessity to pay a close attention to the politics around these reforms and indicates weaknesses and threats to the process in contemporary Ukraine. The perspectives of national development of Ukraine and relevant national strategies have been analyzed theoretically. The features of public policy content and procedures of development for these strategies have been considered. The future development of the public administration system in the "Knowledge Society" has been forecasted and the role of E-Government in further democratization of Ukraine has been shown. Proceeding from the different types of the expert knowledge in the political process of public policy development and implementation, the curricula and recommendation of corresponding experts training are presented. There are also clear recommendations concerning development of the political education system in Ukraine to improve the conditions for the participative democracy development in Ukraine.
