An object is a process of forming of institutional environment of water consumption in the conditions of market relations, and applied approaches to forming of institutional environment of water consumption; a purpose is development of principles of forming of institutional environment of water consumption in the conditions of market relations and practical recommendations in relation to his perfection; methods - axiomatic, institutional approach, system, index, cartographic, method of extrapolation, graphic, dialectical, comparative, ascent from abstract to concrete; novelty – it is determined by the aggregate of theoretical and applied positions, methodical approaches and practical recommendations in relation to forming of institutional environment of water consumption in the conditions of market relations; results – principles of forming of institutional environment of water consumption are worked out in the conditions of market relations what foresee of new institutes in the existent system of economic relations and transformation of traditional institutes, which will enable to promote economic efficiency of bringing in of aquatic resources in economic and minimize negative influence on natural aquatic objects; it is inculcated in economic practice.
