Golosnichenko D. The theory of authorities, their regulation and distribution in the international integration process

The dissertation deals with defining the notion of authorities and the way of their regulation and distribution. It investigates the issues of the methodology of authorities research. This category is studied within the framework of general theory of law and state, the authority classification is proposed as well. The authorities are analyzed in terms of the history and law method, their origin and development are being under study on the basis of investigating historical and law records. It outlines the mechanism of legal regulation and the principles of authority establishment. Special attention is given to the methods of authority establishments. They are described with the help of USA, French, German, Polish legislation and also that of post-Soviet countries. It shows and defines the authority of a state and the state authorities, delegation in the process of state establishment and in the international relations, and also their distribution between EU bodies. Special attention in the monograph is paid to the notion of juridical and law enforcement authorities. Ombudsman's authorities and them of public prosecutor's office are analyzed with reference to national and foreign sources. Moreover, it also determines human rights powers and their usage by state law enforcement authorities.
