Essay

Research object: management of industrial enterprises labor potential and by the conditions for its implementation in employees relation and its use in enterprise relation; the purpose of the work: grounding and development of the methodological and methodical providing of industrial enterprises labor potential system management; research methods and instruments: methods: dialectical logic, monographic, deductive, inductive, fuzzy logic, expert evaluation, analysis and synthesis; statistical, cluster, regressive, morphological analysis; theoretical and practical results: first: the methodological basis of industrial enterprises labor potential system management (IELPSM) for providing its effective forming and use is determined, the IELPSM conception is theoretically grounded and developed, the main position of the IELPSM methodology that takes into account the duality of his essence as a labor personnel potential and conditions for its implementation is grounded, the methodical approach to the determination of dependence between the industrial enterprises activity effectiveness and its labor potential is offered, improved: the sequence of IELPSM constituents interaction and their essence is specified, the methodical approach to the evaluating of the enterprises labor potential (ELP) forming environment, the methodical approach to the ELP determining in two parts: labor personnel potential and conditions for its implementation, quantitative values differentiation of the ELP integral indexes in the internal and external environment, the IELPSM technology of adoption and implementation decisions, organizational providing of IELPSM functioning and adaptation on the proposed organizational and adaptive mechanisms basis, gained further research: the theoretical basis of the «ELP» category socio-economic essence, the determination and justification of the IELPSM subsystems essence by their hierarchical construction of functions, instruments, methods, principles, resources, the methodical providing of favorable industrial enterprise external conditions determination enterprises in the labor market; subject and degree of introduction: developments are put in practical activity of the Ministry of Economy of Ukraine, the Ministry of Finance of Ukraine, the Main economy administration of Kharkiv Regional State Administration, JSC «Kharkiv electronic equipment plant», CJC «Pivdenkabel», JSC «Kharkiv machine – tool plant», JSC Kharkiv machine – building plant «Svitlo shahtarya», JSC «ROSS», LTD «Kharkiv handling equipment plant», CJC «Tytan» on a production handling equipment, HNEU at teaching of lecture courses, field of the use: industrial enterprises labor potential system management.
