The theoretical-methodological foundations of the state-administrative reforms performance are developed in the thesis. The theoretical interpretation of these reforms and their correlation with political, administrative, administrative-territorial and other reforms are suggested. The conception of state-administrative reforms performance and new methodological tools for reforms planning are developed and grounded. The methodological foundations of state-administrative reforms organization are improved. The conceptual vision of political support of the reform process is suggested. The base methodological approaches to interaction of governmental bodies with public in this process are systematized. The directions of improvement of the state-administrative reforms planning in Ukraine are defined. The model of providing organizational structure for these reforms is developed. The main political factors of realization of the domestic state-administrative system changes are generalized.
