The object of research: the system of financial control in Ukraine by the state and entity. The aim: to solve complex problems of financial controls by the state and the entity through the development of its theoretical, methodological and organizational provisions. Methods: analysis, synthesis and comparison, historical and dialectical, statistical, comparative-legal, economic and mathematical modeling and expert evaluations. Theoretical and practical results: the basic provisions and dissertation proposals brought to the level of methodological and practical developments, which include value for economic management and to raise the efficiency of the system of financial control in Ukraine. Scientific novelty: the first time the concept of financial control in Ukraine on the basis of the synergistic approach, classification of information support systems of internal financial controls based on elemental composition of the new, developed structural-functional model of active and adaptive system of internal financial control, methods of mitigating conflicts between subjects of public and internal financial controls related to riznospryamovanistyu their confirmation.
