Object of research - system of state administration by the development and realization of social projects and programs process. Purpose of research - development of theoretical positions and forming methodological bases of mechanism of state administration by the social projects and programs at the different levels and in the different spheres of public life. Methods of research - history, logical and system, statistical, comparative and cluster analyses, design and generalization, graphic, methodology of project management and controlling, systems approach. The practical value of results of research consists in the use of developed theoretical and methodological bases for the practical perfection and realization of mechanism of state administration by the social projects and programs. The scientific novelty of got results consists that for the first time conception of state administration by the social sphere, being based on positions of theory of steady development and spiral dynamics, methodologies of project management, is offered; organizational-economic mechanism of state administration by the social projects and programs on the basis of theory of project management and approaches on values, purposes (results) and processes is developed. Mechanism of co-operation of concord of social partners - state, business, public organizations and individuals with the use of standards of management by the interested parties of social projects, complex model of social partnership; mechanisms of forming social clusters with the use of project approach; methods of state administration by the risks of social projects and programs; methods of determination of indicators of social development and criteria of efficiency of social projects and programs are improved.
