Essay

The thesis addresses theoretical and practical problems of organized crime in Europe. The currently existing fundamental theoretical models of determining the concept of organized crime have been summarized and investigated for the purpose of identifying the specific characteristics of such phenomenon; the basic strategies of statistics data collection and organized crime recording in the EU member countries have been clarified; the legal and regulatory framework in the sphere of counteracting organized crime in the EU and the Council of Europe has been investigated and analyzed; the criminal law of the European countries has been studied and compared to certain provisions of the Criminal Code of Ukraine; the theory of local criminology has been enriched to include knowledge about basic strategic directions in the sphere of preventing organized crime in contemporary Europe, and a new arsenal of preventive measures has been presented. Recommendation regarding reforming and improving certain provisions of the Ukrainian law (criminal, criminal procedure), practice of combating organized crime (prevention on the social level and on criminological level) have been developed and presented taking into account the results of investigated positive and negative experience of European countries and common trends in developing the European law in the sphere of combating organized crime.
