Malyarenko T. The Mechanisms of Social Conflict Prevention in ths System of Economic Security of the State

The subject of this research is public governance by prevention, management and transformation of the radical forms of social conflicts. The research is aimed at development of the theoretical and methodological grounding of the social conflict prevention mechanisms, embedded into the system of the economic security of the state, basing on an optimization of an institutional matrix and full realization of human rights. Research methodology combines dialectics, logics, historical approach to learning, quantitative methods and heuristics. The policy-oriented outcomes of the research are about the development of the conflict prevention, early-warning and monitoring mechanisms in the system of the economic security of the state. This research has provided broad and theoretically grounded understanding of the structural, economic and institutional causes for social conflict. The impact of these factors is logically linked with the stages of escalation and dimensions of the economic insecurity of the state. On this basis, the author proposes a new strategy of conflict prevention centred on a human rights based approach to development. This strategy combines structural prevention mechanisms with crisis management mechanisms. It is incorporated into the system of economic security of the state. The concrete mechanisms of social conflict prevention that are at the heart of new strategy include early warning and monitoring systems, as well as public policy measures aimed at socially vulnerable and potentially violent groups.
