Malkina G. Political Responsibility in Democratic Society (Institutional Aspect)

Political responsibility is analized as a kind of social one and means a respondency of the political actors (persons, social and institutional communities) actions to the society requirements for public power realization. According to the moral and legal rules we can define two kinds of responsibility - moral-political and political-legal ones. Analyzing the political-legal kind of responsibility we define concept of political responsibility institute that means a system of political and legal rules for political actors providing negative effects in case of their improper execution of the legal functions and competences. Based on constitutional low of the foreign countries we stand out the different institutes of political responsibility in higher bodies of state authorities, civil society and state relationship, local authority system. Outcoms and generalization regarding political and legal institutes of the political responsibility in the foreign countries are applied for analize of the such institutes in Ukraine.
