Institutional processes in ethnic policy of Austria-Hungary concerning the external and internal processes of institutionalization of Ukrainian, Polish, Jewish, Romanian and German political actors in Galicia and Bukovina are studied. The peculiarities of the power interests, the creation of political institutions, policy implementation ethnic political actors are displayed. The legal basis for formal political participation was characterized. Catalyst for the genesis of ethnic political mobilization, the correlation between structure and professional lines of social division in ethnic terms were analyzed.
