In the thesis the constitutional and legal problems of formation and functioning of municipal power in Ukraine are researched. The theoretical and practical problems of the interaction of municipal and state power are researched. The complex subjective and objective analysis of municipal power is made. The features of legal subjection of territorial hromada as primary subject of municipal power in Ukraine are defined. The conceptual problems of constitutional and legal regulation of the objective composition of municipal law in Ukraine are researched, primary ground of what are the questions of local impotence. The classification of municipal power functions is made. The conceptual constitutional and legal problems of realization of municipal power functions in Ukraine are analyzed. The actual constitutional and legal problems of formation and functioning of municipal power in aspect of its interaction with human and citizen in Ukraine are shown. The conceptual problems of formation of municipal rights and freedoms of human in Ukraine are researched. The features of realization of separate kinds of rights and freedoms of man and citizen in the sphere of local self-government are considered.
