The systematic analysis of institutional and legal framework of long-term credit facilities of the Russian empire in Ukraine in conditions of reforming of agrarian relations were made on the basis of studying the scientific literature, laws and other regulations, archival sources. The author found and systematized the research sources: interest law, archival materials, periodicals, memoirs and other published sources. During the study process we determined the correlation between private legal and public legal approaches to arranging mortgage loans. The historical and legal analysis of legal status and organizational structure of private land loan institutions in the Ukrainian lands were hold, the dynamics of their functioning, communication with other commercial banks and financial-industrial groups were followed. Also the legal status of public credit institutions in the Ukrainian provinces of the Russian Empire, their organizational structure and activities were outlined in this study. The process of liquidation of public land credit institutions and their branches in Ukraine were followed. The peculiarities of private land loan institutions in the Ukrainian revolution of 1917-1921 were revealed and the legal process of liquidation in proportion, as was the Soviet regime in Ukraine.
