VITKIN L. Scientific fundamentals of creation of the system of technical regulation in the frameworks of the Ukraine's WTO membership and integration into the EU

The issue of developing of modern system of technical regulation (STR) and its structural components through development and using the new principles and approaches on the basis of the WTO and the EU requirements is scientifically applied in the dissertation. The system is able to ensure a high competitiveness of domestic products and reliable consumer protection. New obtained theoretical and experimental data allows to identify the principles of gradual transformation of the existing centralized technical regulation system, to develop formalized and multiple-factor models of standardization, metrology, market surveillance, assessment of STR effectiveness and product risks, eliminating technical barriers, impact of the level of national standards harmonization on the Gross Domestic Product (GDP) growth, to develop methodologies of determining the measurement devices reliability of FTA, to propose the algorithm and methods, optimizing the metrological service, complex parameters of multifunctional systems and devices, to develop tools of quantitative evaluation of existing management systems. Research results have been invented in a number of laws, legislative, publications, state standards as well as in the domestic enterprises.
