Frolov S. The development of methodological foundations for the budgetary management during the state realization of social and economic policies in the border regions

The dissertation conducts the complex research of theoretical and methodological foundations of the budgetary management during the state realization of social and economic policies in the border regions. It develops recommendations for the improvement of the current state and further development of the border territories by using the instruments of budgetary management. It determines the basis for the formation of the budgetary policy, peculiarities of budget efficient management and institutional components of budgetary management. It studies the main problems of the budget policy realization in Ukraine. The dissertation defines the status and provides characteristics of the border territories, carries out the analysis of state socio-economic policy in the border regions, examines the conceptual and methodological foundations of the border cooperation between the administrative units of Ukraine and the Russian Federation. It clarifies the role of the budgetary management in the development of border territories, determines the principles of budgetary leveling and offers the scientific and methodological basis for the assessment of border territories' budgetary potential, develops the conceptual foundations for synchronization of budget resources and socio-economic responsibilities of the state in the border territories. It sets methodological foundations for the development of budgetary management and offers conceptual foundations and aiming and programming methods for the formation and implementation of the budget.
