Object of research - processes of state administration (SA) and condition of providing the optimum functioning of its mechanisms. Purpose of research - theoretical and methodological ground of processes of preparation, acceptance and realization of decisions in SA on the basis of analytical procedures and information technologies, directed on upgrading decisions and SA optimization. Methods of research - systematization and generalization; retrospective analysis and statistical modeling; factor analysis; method of comparisons and comparative analysis; economic and mathematical modeling; method of expert estimations. The practical value of results of research consists that methodology of decision of tasks in SA with the control of level of quality of accepted decisions is created, which is suitable for the decision of applied tasks in many industries SA. The scientific novelty of got results consists that for the first time methodology of decision of the SA tasks, which differs by the complex use of methods of modeling, prognostication, optimum management and information technologies and enables to make the objective and grounded decisions in SA with the definite quality, is offered; methodical approaches to the design and prognostication of development of financial and economic processes at the state level which unlike existing secure a high level of formalization of raising tasks and receipt of high-quality (on exactness) short- and medium-term prognoses are projected; the system of the conformities of processes SA with the use of projected methodical approaches which is clever more adequate to represent functional dependences in the SA processes and can be used as a basis for acceptance of optimum decisions in SA is built. Authentication of logical and probabilistic models of the uneffective SA risks; a method of decision of tasks of allocation of resources which foresees consideration of expert estimations is universal for application in industry of SA and secures a set level of quality of decisions; analytical criterion base of evaluation of quality of decisions in SA; procedure of forming optimum decisions in SA are improved. Procedure of forming integrated estimations of expert group; functional structure of the system of support of acceptance of decisions; organization of great number of criteria of quality of models, prognoses and decisions; classification of factors of the uneffective SA risks; systematization of approaches to establishment of criteria of evaluation of quality in SA got the subsequent development.
