A research object: public administration as sociocultural phenomenon. A purpose: development of theoretic-methodological bases of functioning of semiotics connections in state administration and conceptual basing of modern approaches to modernization of semiotics activity in public administration of Ukraine. Methods: analysis of the systems, sociocultural, semiotics, theoretical, structural-functional, classification, design, second analysis of results of sociological researches. Scientific novelty - semiotics researches are presented as separate direction within the limits of science of public administration, certain and grounded their object, subject, problem field and methodological approaches, basic categories are selected and determinations of concepts are formulated "semiotics education", "semiotics subsystem of public administration", "semiotics space of public administration", "semiotics reality of public administration", "semiotics activity in public administration", "symbols of public administration"; certain and grounded conformity to law of functioning and transformation of semiotics subsystem of public administration in a historical context in connection with transformations of the system of public administration on the whole; exposed and described the phenomenon of semiotics-ontological break as one of signs of destructive processes in the system of public administration; theoretical bases are formulated, developed and grounded project of Conception of modernization of semiotics activity in public administration of Ukraine in modern terms; the conceptual approaches are improved on systematization of semiotics connections in public administration; got subsequent development of research of modern looks to the ethics aspects of the use of semiotics connections in public administration.
