Izha M. The system of regional government: the world experience and Ukraine.

The author presents the complex political research of the functioning the regional level of government in foreign states and Ukraine. The region as the basic element of regional government system is considered as 1) the unit of territorial structure of the state, 2) the competent participant of political process that is possible as result of the regionalization, which takes place in the majority of modern states. The characteristic of the regional level government in Ukraine is given, its most serious problems are defined and ways to resolve them are proposed. The work puts attention on the dangers of federalization and formalization in the process of improvement the system of regional government. The efficiency current instruments of the state regional policy are estimated. The recommendation on improvement the system of regional government, regional and local self-government, territorial reform, decision-making in regional development and relations between different levels of government are proposed.
