Essay

The common and specific characteristics of the local democracy functioning in Central and Eastern European societies during 1990-2000 are analyzed. It is defined that in all countries the decentralization reforms were realized, as well as the local government systems were formed, but they distinguished by the criteria of the territorial communities’ guaranteed autonomy, principles of the governments’ election, mostly used forms of the direct democracy. It is reasoned that the similar sources and sustained tendencies of the elites’ making, the qualitative and quantitative indicators of the direct and mediated citizen participation were formed in the region on the local level.
