Essay

Object of the research: process of realization of public administration by means of parliamentary democracy. Goal: development of theoretical-methodological and applied grounds for improvement of organizational structure and activity of parliaments on the principles of modern democratic governing. Methods: system analysis; systematic-functional and structural-functional; institutional; comparative; synergetic and bifurcational approaches; discursive analysis. Scientific novelty: main foundations of public administration concept are grounded, which is mainly realized by the parliaments by means of organization and internal structuring; conceptual foundations of improvement of parliamentary law are developed, which consists of regulation of activity of parliaments and is composed of aggregate of legal and political factors of managerial interrelation; structure of complex mechanism of regulation in intra-parliamentary conflicts is suggested; methodological approaches to revealing of modern state of representative democracy and essence of political structuring of parliaments on the basis of harmonization of relations between formal and informal institualisation are improved. Results: contents of the concept "parliamentarism" are revealed, which reflects peculiarities of system of peoples representation and is a terminological base for deep research of parliamentary activity; system characteristics of mechanisms of public administration on peoples representation bodies are improved, which is revealed in adjustment of aggregate of means of organization and intra-organizational parliamentary activity; initial state and principles of development of peoples representation under conditions of globalization and contemporary political modernization are grounded, which is accompanied by lessening of functional load of parliaments and increase of their political weight.
