Essay

Object of research: public administration system as integral public institute with his contradictions and facilities of their overcoming. Purpose: theoretical-methodological ground of character, features and consequences of interaction of institute of political opposition and public administration, and also development of suggestions in relation to directions of his perfection for the increase of efficiency of public administration and providing of steady community development. Methods: system-analytical; abstractly-logical; logically-semantic; statistical comparisons; approach of the systems; analysis and synthesis; inductions and deductions; expert estimations; comparative analysis. Results: theoretical-methodologically is grounded ways and facilities of strengthening of interaction of institute of political opposition and public administration for providing on this basis of political stability of society and its steady development. Novelty: the traditional object of analysis of theories of democracy, social conflict is first combined in one work with works of theory of public administration; the method of calculation of level of influencing of institute of political opposition on public administration is developed and scientifically grounded; pre-conditions of origin, becoming and development of political opposition as a public institute, evolution of its functions in the context of transformation of public administration are analysed. It is inculcated in activity of public authorities the Kharkiv and Sumy regions. Areas of use: public administration, local self-government, training and retraining of civil servants and public servants of local self-government.
