Gida E. Deontological basic foundation of militia activity in Ukraine in area law and order.

The thesis is devoted to problems of Police deontological principles in Ukraine. The paper examines main stages of scientific thought formation concerning deontological fundamentals of police activity in the sphere of law-and- order and analyzes process of police deontology formation as a science. It covers methods of research of deontological fundamentals of police activity in the sphere of law-and-order, theoretical and legal characteristic has been realized, praxeological aspect of corresponding scientific researches has been revealed. Peculiarities of formation, development and functioning of deontological fundamentals of police activity are examined from the times of ancient Russ till nowadays. The main International and European documents that contain deontological principles of law enforcement officers in the field of law-and-order have been analyzed. It also covers the features of formation and development of deontological fundamentals of police activity in France, Federal Republic of Germany, the United States and other countries. The specifics of deontological principles application in police practical activity of foreign countries during the process of powers realization in the sphere of law-and-order has been explored. The thesis also covers the role of deontological principles of forming the positive image of the Police of Ukraine. The necessity of deontological principles application during the process of identification of norms and efficiency indexes of the Police of Ukraine in the sphere of law-and-order has been substantiated and the peculiarities of public control as one of the factors of deontological principles provision in the activity of the Police of Ukraine in the sphere of law-and-order have been revealed. The model of reformation of system of education and science of MIA of Ukraine has been suggested. The necessity of providing of "Police deontology" academic discipline has been proved.
