The dissertation is devoted to the problem of the development of professional competence of civil servants in the system of extension of qualification. The theoretical background of psychological components of the professional competence, its model and dynamic in civil servants are proved. The forms, functions, psychological and pedagogical maintenance of studies and extension of qualification as well as semantically-structural model of the psychological providing of extension of professional qualification of civil servants are presented and worked out in our work.
