Guliev A. Comparative and Legal Analysis of the Presidency Institute Role in Fight Against International Terrorism (Ukraine and Azerbaijan example)

The thesis is dedicated to the study of the mechanisms of international and legal regulation of the fight against terrorism and presidency institute. National peculiarities and distinctive features of the presidency institute in Ukraine and Azerbaijan are determined, as well as the head's of the state role in fights against terrorism have been illustrated. The set of activities aimed at adaptation of the national rules against terrorism to the international standards taking into account international obligations of Ukraine and Azerbaijan are determined, and the directions for the development of the theory and practice of the presidency institute in formation of the national mechanism of the fight against terrorism are suggested. For the first time common features and differences in the content, forms and methods of direct and indirect influence on fight against terrorism of the presidency institute in Ukraine and Republic of Azerbaijan have been defined and the ways to improve the programme assessment, anti terrorism politics analysis and prospects of the integral modeling of the state activities effectiveness in fight against terrorism have been suggested. The institutional framework of the cooperation between the presidency institute and other authorities in the country and at the international level has been defined.
