The thesis is devoted to the emerging problem of justification and developing the mechanism for effective goal-setting and change management in enterprise development, that allows to maintain the optimal mode of functioning in the long term and implement qualitative changes in the structure of the enterprise to ensure a high level of competitiveness and its market value. Analysis of methodological approaches to the development of the enterprise and its main processes - analysis, goal setting, planning, control, and proved the essence of effectiveness of application integration approach to change management in enterprise development. The concept of and mechanism of effective goal-setting and change management in the development of industrial enterprise is proposed in the thesis. The mechanism of effective goal-setting and change management in the development of industrial enterprise includes economic diagnostics, methods of processes and deviations analysis, methods for competitiveness estimation and development's level, tools of continual goal setting and changes planning to achieve them, the coordination of these processes, information and organizational support for their implementation. In the examples of existing enterprises conducted testing of the proposed research results.
