Orlov O. Methodology for Formation and Development of Innovative Public Administration Theory

Object of research: ontological bases of theory of public administration. Purpose: theoretical-methodological ground of ways of formation and development of innovative public administration theory as providing facilities of public progress, and also development practical recommendations on her realization in public-administrative practice. Methods: hypothetical-deductive; inductive; statistical; comparative analysis; mathematical linguistics; mathematical, structural-logical design; unity logical and historical; system, situational approaches. Results: development of theoretical-methodological positions of innovative public administration theory. Novelty: conception of innovative public administration theory, in that public administration is examined as a process and result of search, selection, introduction and institutionalization of progressive organizational, political, technological, social and administrative innovations, is reasonable; the methodological approach near the construction of category structure of innovative public administration theory is worked out. It is inculcated in activity of central and territorial public authorities of Ukraine. Areas of use: public administration, training and retraining of civil servants.
